Regulations
Different regulatory acts apply to GANIL's site, on various grounds:
- Laws concerning ICPE installations (Installations Classified for Environmental Protection)
- Regulations pertaining to INB installations (Basic Nuclear Installations)
The main legal codes also apply to GANIL, such as:
- the Environmental Code
- the Labour Code
- the Public Health Code
The following provides an example of some of the acts which apply to GANIL:
- Act n° 2006-686 of June 13th, 2006 pertaining to transparency and safety in the nuclear field (the so-called TSN law)
- Decree n° 63-1228 of December 11th, 1963 pertaining to nuclear facilities
- Decree n° 2007-1557 of November 2nd, 2007, pertaining to basic nuclear installations and the control, with regard to nuclear security, of the transportation of radioactive materials.
- Decree n° 2008-251 of March 12th, 2008, pertaining to Local Information Commissions (CLI) on basic nuclear installations…
GANIL was created by decree on December 29th, 1980. The latter was modified by Decree n° 2001-505 of 06-06-2001, authorizing the expansion of the existing facilities by the addition of the SPIRAL1 facilities.
A procedure for the request for a modification authorization, following decree n° 2007-1557 mentioned below, is currently being processed. It will lead to the delivery of an authorization to build SPIRAL2 on GANIL’s existing site, and to expand the INB area. GANIL will also be authorized to reject liquid and gaseous materials. An application filed in accordance with this decree has been sent to the relevant authorities. This application is known as the DAM application (Modification Authorization Request). The DAM application must contain the following items, as required by article 8 of decree n° 2007-1557:
- The environmental impact assessment
- The preliminary safety report
- The risk management assessment
- The decommissioning plan
The environmental impact assessment is an analysis in which the direct and indirect effects of a construction project are investigated, estimated and measured, on the short, mean and long terms, both on the natural environment and on the neighborhood. The environmental impact assessment is made before construction begins, and may be consulted in the town hall.
The preliminary safety report (RPrS) is drafted during the preliminary design phase, and describes the facility. Its purpose is to point out possible risks, suggest safety solutions, list the safety principles and justify the reasons for which the site was selected. This report will be followed by a safety report (RS) for the commissioning of the SPIRAL2 installation, accompanied by its general rules of operation (RGE), the update of the Internal Emergency Plan (PUI), and a waste assessment report.
The risk management assessment provides an inventory of risks induced by a given facility, analyzes the measures taken to prevent these risks, and the measures required to reduce the probability of accidents and their effects.
The decommissioning plan describes the methodological principles and steps envisioned for the future dismantling of the facility, and the restoration and later surveillance of the site.
