The local information commission (CLI)

The CLI (Commision Locale d'Information, which stands for Local Information Commission) was established in accordance with Act #2006-686 of 13 June 2006, pertaining to nuclear transparency and safety, according to the provisions of a decree dated 12 March 2008.
The scope of this CLI extends the existing status of GANIL and the SPIRAL2 project to those communities which have any part of their territory less than 5 km away from the site.
 
The 21 communities concerned are:
Anisy, Authie, Bénouville, Biéville-Beuville, Blanville-sur-Orne, Breteville-sur-Odon, Caen, Cairon, Cambes-en-plaine, Carpiquet, Colombelles, Epron, Hérouville-Saint-Clair, Mathieu, Mondeville, Périers-sur-le-Dan, Ranville, Rosel, Saint-Contest, Saint-Germain-la-blanche-herbe, Villons-les-buissons.
 
This Commission is tasked with the general mission of providing follow-up and consultation information in the field of nuclear safety, including the impact of nuclear activities on persons and the environment. Each year, the Commission drafts an activity report, which is made public and informs the public on a regular basis.


It is an administrative Commission directly reporting to the Conseil Général of Calvados which oversees its operations. Members are nominated by the president of the General Council, the local representatives of the 21 communities concerned, senators, MPs, representatives of associations and trade unions, persons from the economic sector and senior experts. Representatives from the ASN/Caen, governmental organizations and GANIL may attend meetings, with an advisory capacity only.


Claude Leteurtre (who succeeded Luc Duncombe) and Rodolphe Thomas, both elected members of the General Council, are the Commission's President and Vice-president, respectively.
 
Member communities may choose their mode of participation:  they may participate directly in the Commission, or choose to be represented by a group of communities of which they are members. Several communities from within the covered area chose to be represented by the "Caen la Mer" community of cities.
